Advantech Consulting Internship

Terms of Reference
Duty station: Nairobi, Kenya
Duration: 3 months – renewable (starting date: September 21st, 2015- December 23rd, 2015)
Background:
Advantech Consulting is an experienced consulting firm offering services pertaining to ICT strategy development and implementation, project data management, project governance and oversight, supply chain management, financial management and monitoring and evaluation, and reporting.

The major fields of specialization include project management; monitoring and evaluation, project appraisals and assessments, water supply and irrigation, rural development; industrial development; environment and natural resources; education and health care; institutional development and policy analysis.
Tasks
In close collaboration with the Advantech Consulting team and other relevant specialists, the intern will perform the following tasks:
• Write client proposals in response to Terms of Reference (ToR).
• Defines and documents client business functions and processes.
• Consults with functional unit management and personnel to identify, define and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access.
• Acts as a liaison between departmental end-users, technical analysts, information technology analysts, and consultants and in the analysis, design, configuration, testing and maintenance of IT management systems to ensure optimal operational performance.
• Analyzes the feasibility of, and develops requirements for, new systems and enhancements to existing systems; ensures the system design fits the needs of the users.
• Tracks and fully documents changes for functional and business specifications; writes detailed universally understood procedures for permanent records and for use in training.
• Identifies opportunities for improving business processes through IT systems and/or non-system driver changes; assists in the preparation of proposals to develop new systems and/or operational changes.
• Reads and interprets IT management systems and functional technical literature and translates in terms understandable to the end-users.
• Plans, organizes and conducts business process reengineering/improvement projects and/or management reviews. (Examples are projects requiring strategic analysis of an entire process or operating area where specific issues or items to be corrected, examined or recommended have not been identified. Recommended solutions should be developed in consultation with impacted internal and external stakeholders, but should remain objective and independent of the specific stakeholders.)
• Researches and prepares statistical reports on IT trends and disseminates such information. Consolidates information into cohesive and understandable correspondence or other written form for use in management decision-making.
• Assists in developing an overall change management strategy for clients.
• Conducts change impact analysis to assess the potential implications of changes and documents court business rules, functions and requirements.
• Participates in user acceptance testing and testing of new system functionality.
• Provides technical assistance in training, mentoring, and coaching professional and technical staff.
• Develops training curriculum and conducts formal training sessions covering IT systems modules.
• Directs or participates in studies of new and existing programs and special projects to determine feasibility, resolve problems including organizational, procedural, technical and fiscal research and analysis; develops policy and procedures to improve efficiency, cost-effectiveness, and/or improve internal and external customer service; develops information system documentation to support efficient court operations; prepares reports and written findings and recommendations; and monitors changes.

Supervision: Direct supervision by Business Development Officer
Collaborations: Grant Management Solutions (GMS), The Global Fund to Fight AIDS, Tuberculosis and Malaria, The Japan International Cooperation Agency (JICA), Bill & Melinda Gates Foundation, The Rockefeller Foundation, DfID, USAID, DAI, among others.
Education
An undergraduate university degree in Social Sciences, ICT, Business or any relevant field from 2.1 level and above or minimum 3.5 GPA.
Languages
Very good command of written and spoken English. Swahili or any other language is not a requirement but will be an added advantage.

Web Systems Specialist - ILRI

The International Livestock Research Institute (ILRI) seeks to recruit a web systems specialist for Communication and Knowledge Management Unit who will be based in Addis Ababa, Ethiopia.
General: ILRI works with partners worldwide to enhance the roles that livestock play in food security and poverty alleviation, principally in Africa and Asia. The outcomes of these research partnerships help people in developing countries keep their farm animal alive and productive, increase and sustain their livestock and farm productivity, find profitable markets for their animal products, and reduce the risk of livestock-related diseases.
A member of the CGIAR Consortium working for a food-secure future, ILRI has its headquarters in Nairobi, Kenya, a principal campus in Addis Ababa, Ethiopia, and offices in other countries in East, West and Southern Africa (Mali, Mozambique and Nigeria) and in South Asia (India and Sri Lanka), Southeast Asia (Laos, Thailand and Vietnam) and East Asia (China). www.ilri.org.
Main duties & responsibilities:
Manages linux servers for CKM web projects;
Supports the design and management of ILRI’s web sites using Drupal CMS;
Support the technical development and management of ILRI’s web platforms and services (design, functionality, content aggregation and integration);
Supports the technical implementation of the DSpace repository system used by CGSpace;
Supports integration of ILRI ‘social media’ content with corporate web services and systems;
Contributes to ILRI’s communications and knowledge management team working on ‘knowledge, publishing and curation;
Contributes to the ILRI-wide communications and KM community of practice, sharing and communicating work updates and lessons, participate in CKM learning, reviewing and planning activities and ensure that these activities follow ILRI standards and agreed channels;
Any other duties as may be assigned.
Minimum Requirement:
Education
Bachelor degree or equivalent in ICT, Computer Science, Information Science, similar.
Experience:
At least 5 years’ specific work experience, ideally in research or academic settings.
Skills:
Essential: Hands-on knowledge of linux servers and their management;
Essential: Concrete development experience with Drupal web CMS;
Desirable: Experience with Dspace;
Essential: Excellent English language skills;
Essential: Excellent team work skills and ability to work in multi-cultural settings;
Collaborative skills, ability to work in multi-cultural teams, excellent oral and written communication skills (English).
Duty Station: Addis Ababa.
Job level: 2C.
Monthly Base Salary: Birr 14,839 (Negotiable, depending on experience, skill and salary history of the candidate).
Terms of appointment: This is a Nationally Recruited Staff (NRS) position, initial appointment is for one year with the possibility of renewal, contingent upon individual performance and the availability of funding. IT Systems Administrator

Roles and Responsibilities
Performing administration of database servers in an enterprises environment, including production, development, testing, and training servers to support: backup and recovery procedures; replication; index maintenance; monitoring system performance and optimizing / tuning stored procedures and indexes; creating ad-hoc SQL queries; integrating data files and databases from disparate systems; data mining and cleansing of legacy databases; troubleshooting and isolating and resolving performance problems, etc.
Keeping abreast of changing technology trends to enable continuous process improvements, cost-effective and standards-based implementations.
Performing other related duties as may be required by the functions of this position.
Providing support to the Systems Development and Support Teams, as appropriate, to ensure that timely and adequate resources are allocated to support these teams and the functions that they have to deliver; both developmental and support (maintenance, troubleshooting, etc.).
Developing and specifying database requirements and subsequently planning and project managing the engagement and Service Level Agreements with external consultants and vendors providing a range of outsourced ICT services.
Qualifications
  • Degree in IT or other related fields.
  • Relevant Certification A+ or N+ certification is a must.
  • At least 4 years’ experience in the IT Department.

Background
The situation in Somalia remains fragile with continued political instability, climatic variability, and lack of basic social services. OCHA’s role is to coordinate effective and principled inter-agency humanitarian response and ensure that relief assistance reaches the people who need it in a timely manner. In line with OCHA’s global mission, OCHA Somalia continues to:
  • Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including the collection, analysis and dissemination of information to humanitarian partners, and negotiation of access;
  • Support the government efforts and humanitarian organizations in relocation of internally displaced and return;
  • Coordinate the implementation of humanitarian response in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate, with focus on strengthening the cluster approach;
  • Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clans.
Under the supervision of Head of Humanitarian Financing/ Information Management Unit, the systems developer will analyze systems requirements, code and generate programs and tools for data processing. He/she will also update software changes, implement/customize in-house software upgrades and develop new programs and tools to automate internal office processes including OCHA funding mechanisms. He/she will also reviews software specifications, test program applications and create end user or technical documentation.
In addition, the software developer will promote a client-oriented approach in the development and implementation of all applications and will provide end-user training and daily technical support to custom applications and users of the systems.

Duties and Responsibilities
Summary of key functions:
  • Develop and implement software systems and applications in line with user requirements to achieve organizational objectives;
  • Document detailed system and other functional specifications and user documentation for major systems;
  • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques;
  • Researches, analyzes and evaluates new technologies and makes recommendations for their deployment;
  • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing;
  • Provide backup ICT helpdesk support and web management support (on the OCHA and Humanitarian Response web platforms), in the absence of the ICT/IM Officers or when delegated by his/her supervisor.
Develops and implements software systems and applications in line with user requirements to achieve organizational objectives. Focusing on achievement of the following results:
  • Compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment;
  • Develop computer programs, integration of interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues;
  • Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues;
  • Developing use case scenarios for testing the product  and source code library management.
Provide backup ICT helpdesk support and web management support (on the UNOCHA and Humanitarian Response web platforms) in the absence of the ICT/IM officers or when delegated by his/her supervisor:
  • Provide helpdesk support and training to staff on office automation applications (Lotus Notes, MS Office, WAN applications and mobile user clients);
  • Assist in performing systems administration functions for Domino, network Operating systems whenever needed;
  • Install and administer the office ICT applications and data telecommunication facilities. This involves administering data security for end user access to such network and/or facilities and troubleshooting ad-hoc hardware or software problems experienced on the network or facilities;
  • Identification of opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (e.g. office management systems, donor profile software, knowledge management systems);
  • Content Management and technical maintenance of the CO websites and Intranet;
  • Provision of technical advice on web management to partners as required.
Develops detailed system and other functional specifications and user documentation for major systems. focusing on the achievement of the following results:
  • Use their knowledge of the system-development cycle to analyze current systems and create, test, implement, maintain and document applications;
  • Defines system requirements documents based on user interviews and liaison sessions and the project architecture:
  • Analyzes software specifications for completeness and compatibility with operating system capabilities;
  • Documenting user specification “change of scope” as well as documenting application versions.
Administer, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems. Researches, analyzes and evaluates new technologies and makes recommendations for their deployment focusing on the achievement of the following results:
  • Providing Second Tier support to developed applications and users- troubleshoots and fixing software bugs;
  • Ensuring application data is reliably backed-up in line with the OCHA Somalia corporate backup & recovery policy;
  • Revises, enhances, updates and installs software components to optimize;
  • Participate in office automation projects, review and recommend business improvement processes;
  • Training system users and writing software user and technical administration manuals;
  • Synthesis of lessons learned and best practices in software development in humanitarian.

  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision;

  • Ensures that all software developed is bug-free, meets requirements and/or expectations, and is maintainable;
  • All validation rules and Information management standards are incorporated in systems.

Required Skills and Experience
Education:         
  • Secondary education with specialized certification in information systems, computer science or related field;
  • First University Degree in related field is desirable but not a requirement.
Experience:      
  • 7 years of relevant experience  in software design, object-oriented design and implementation techniques; thorough understanding of design patterns and their application in software development;
  • Proven experience in designing web-based applications using ASP, ASP.NET, VB.NET;
  • Client side coding: Mastery of cascading Style Sheets (CSS), XHTL, DHTML, Java scripts (Ajax & Jquery), HTML templates;
  • Proven experience in design and implementation of web applications in open source technologies and specifically PHP/MYSQL/PostgreSQL;
