1. Monitoring and Evaluation Officer

Reporting to the Program Quality and Learning Manager, the M&E officer is responsible for monitoring the progress of implementation compared to (costed) work plans and impact indicators and its documentation. She/he is also responsible for preparing of project progress reports of high quality in line with World Food Programme procedures.

Key Duties and Responsibilities for this position include:
  • Developing tools that will facilitate data collection on the quantitative progress of the project and the qualitative achievement of indicators, participate in Post Distribution Monitoring activity on a monthly basis in close collaboration with WFP and other partners.
  • The holder of this position will contribute to the enhanced monitoring process and documentation as well as sharing of lessons learnt and best practices with CARE Food Security and Logistics Staff, Education staff and partners.
  • The incumbent will be responsible for building the capacity of refugee leaders in monitoring of food assistance programme and encouraging them to give regular feedback to the community leaders on programme performance.
  • He/she will collaborate with WFP and other partners in ensuring that women participation in food assistance programme is enhanced and proper mechanisms are put in place for addressing Sex and Gender Based Violence (SGBV) as well as Prevention of Sexual Exploitation and Abuse (PSEA) issues.
  • Will be responsible for gathering data, consolidation of donor reports for submission in accordance to the deadlines provided.
  • Actively contribute to the development of fundraising proposals in line with overall CARE and WFP strategy.
  • Maintain regular contact with programme sections of CARE and WFP in order to ensure an updated and comprehensive knowledge base on Food Security programmes for use in material development.
Qualifications, Experience and Competencies:
  • Bachelor's degree in social sciences or development studies.
  • Knowledge of M & E in title II for assistance programmes will be an added advantage.
  • Three years experience in performing monitoring and evaluation responsibilities
  • Demonstrable experience in program design and implementation with an international humanitarian agency.
  • Ability to work in multicultural setting and with minimum supervision is desirable.
  • Demonstrable skills and experience in utilization of data analysis and management software.
  • Very Good report writing and communication skills and proficiency in Microsoft suite.
